Cooper’s (budget plan) was to be sure that he emphasized that the education issue is still the Democrats’ issue.” McCorkle also notes that there are nuances to the budget proposal that could cause it to face opposition from Republican lawmakers in the legislature. He discusses the possibility of a Republican “poison pill” in budget negotiations: “The Republicans may go so far as to put an abortion ban in the budget. Then what does Gov. Cooper do in terms of signing the budget with Medicaid expansion? Does that go too far if the Republicans do that?”
